On 27 October 2026, the third meeting of the second Board of Directors of the Hainan International Arbitration Court (HIAC) was held in Haikou. The meeting was chaired by Wang Shuai, Chairman of Board of Directors. Board Members from home and abroad attended the meeting, while members of the HIAC Party Committee and heads of relevant departments attended as non-voting participants.

The meeting deliberated on eight major agenda items, including the draft revision of HIAC's arbitration rules, the draft Arbitrators Administrative Measures, and the draft Provisions on Fees for Financial Cases (Trial). Extensive discussions were held on improving the institution's internal governance, revising the arbitration rules, and enhancing professional services. Drawing on arbitration practice in China and abroad, Board Members offered constructive proposals and put forward observations and recommendations on institutional design, practical operations, and alignment with international practice, providing professional support for the subsequent implementation and refinement of these institutional arrangements.

The meeting held that, as the development of the Hainan Free Trade Port (Hainan FTP) continues to advance, commercial disputes are becoming increasingly complex and international in character, placing higher demands on the governance capacity of arbitral institutions and the adaptability of their rules. HIAC should firmly anchor its development orientation as a world-class international arbitration institution with Chinese characteristics, give full play to the role of the Board, continue to improve its internal governance system, benchmark against internationally accepted arbitration practice, and further enhance the professionalism, efficiency and transparency of its arbitration services, thereby providing solid arbitration support for a market-oriented, law-based and internationalized business environment.

Chairman Wang Shuai delivered concluding remarks. He stressed that HIAC's executive body should thoroughly implement the spirit of the meeting and translate the Board's views and recommendations into concrete measures. First, it should uphold Party leadership in pursuing the high-quality development of arbitration and keep the institution on the right track. Second, it should ensure follow-through on all matters deliberated at this Board meeting, further improving the arbitration rules and other institutional documents in light of the views expressed, and turn institutional strengths into dispute-resolution effectiveness. Third, it should continue to leverage the Board's think-tank strengths, focusing on upgrading internal management, building the arbitrator talent pool, international exchange and cooperation, and brand building, so as to steadily enhance HIAC's credibility and international influence and provide legal services of a higher standard for the development of the Hainan FTP.
