Announcement on the Recruitment of Mediators
Hainan International Arbitration Court International Commercial Mediation Center was established by Hainan International Arbitration Court on June 1, 2020. Since our establishment, in line with the overall requirements for the development of the Hainan Free Trade Port (FTP), we have actively drawn on advanced commercial mediation practices both at home and abroad. Combining the current development of domestic commercial mediation, we have built an international, professional and standardized mediation rules system.
We provide professional, efficient, flexible and low-cost commercial dispute mediation services for commercial entities at home and abroad. We have formed a dual-wheel drive, coordinated and efficient dual-track dispute resolution model featuring "Arbitration + Mediation". We have efficiently resolved various commercial disputes in cross-border investment, international trade, financial services, maritime and admiralty, intellectual property rights and other fields, making positive contributions to optimizing a market-oriented, law-based and international business environment in the Hainan FTP and protecting the legitimate rights and interests of domestic and foreign parties.
In accordance with the relevant provisions of Hainan International Arbitration Court International Commercial Mediation Center the Measures for the Administration of Mediators, we are now openly recruiting a new panel of mediators from both domestic and overseas sources. The term shall be five years commencing on the date of appointment.
I. Qualifications for Applicants:
1. Basic Qualifications:
(1) Possess good political qualities, abide by laws and regulations, and respect the legitimate rights and interests of parties concerned;
(2) Hold a bachelor's degree or above, and possess the necessary legal and professional knowledge;
(3) Be honest and trustworthy, have good moral character, and be efficient and diligent;
(4) Possess good organizational and coordination abilities, communication skills, as well as the ability to identify problems and propose solutions;
(5) Be in good health and able to ensure the energy necessary for mediation work;
(6) Have sufficient time and be able to ensure the time for mediation;
(7) Have never been subject to criminal punishment, dismissed from public office, had practicing qualifications or certificates revoked, or been prohibited from practicing or been subject to any administrative or industry disciplinary penalty equivalent to or more severe than a major demerit;
(8) Not fall under any other circumstances stipulated by relevant laws and regulations that render him/her ineligible to serve as a commercial mediator.
2. Applicants shall also meet one of the following professional qualifications:
(1) Engage in teaching or researching work in the fields of economy, trade and law, and hold a senior professional title;
(2) Engaged in practical work in economics and trade, investment, finance, securities, construction engineering, intellectual property, maritime and admiralty law, etc.; proficient in industry standards and professional expertise within their respective fields; familiar with relevant laws and regulations; holding a senior professional title or an equivalent level of expertise;
(3) Obtain legal professional qualification through the national unified legal professional qualification examination and have engaged in arbitration work for at least eight years;
(4) Engage in civil and commercial trial work and served as a civil and commercial judge for no less than eight years;
(5) Have practiced as a lawyer for at least eight years, with high professional level and good professional reputation;
(6) Engage in legislation, law enforcement or other legal practical work for no less than eight years, with rich theoretical and practical experience.
3. Applicants with the following qualifications shall be given priority under the same conditions.
(1) Have participated in relevant training and professional qualification certification in the mediation;
(2) Have obtained relevant professional qualification certificates;
(3) Proficiency in one or more foreign languages;
(4) Have served as a mediator in other mediation institutions or handled more than three mediation cases in other institutions in the past twelve months.
II. Recruitment Procedures
1. Application: Both new applicants for our mediators and current registered mediators applying for reappointment shall submit the applications online through the Mediator Application Platform on our official website. It is recommended to log in and submit the application via the computer for better results. (https://declare.hiac.org.cn:8064/details.html)
In addition to submitting applications online through the above-mentioned Mediator Application Platform, applicants from Hong Kong, Macao and Taiwan region of China and foreign applicants may also submit their applications together with relevant supporting materials via email (hiac@hiac.org.cn) , the subject line should read as "Name + HIAC Mediator Application".(Please refer to the annex to this announcement for the Mediator Application Form with English Version).
2. Review: We shall conduct a preliminary review on the authenticity and qualifications of the materials submitted by applicants, and conduct an assessment for the selection and appointment of applicants who have passed the preliminary review.
3. Appointment: After the proposed appointees are reviewed and approved, they will be announced to the public and issued with appointment letters.
III. Notes
1. Please submit the application and relevant supporting materials from the date of issuance of this announcement to May 17, 2026, and ensure that the filled-in information is true and accurate.
2. Applicants who are not appointed will not receive individual notifications. Application materials submitted by applicants will not be returned, unless otherwise specifically requested.
