FU Qiongfen

FU Qiongfen, a native of Wenchang, Hainan Province, holds dual bachelor's degrees in Law and Clinical Medicine. She serves as Deputy Secretary of the Party Committee for the Hainan Lawyers Industry and President of the Hainan Lawyers Association. Her extensive portfolio includes membership in the China Federation of Returned Overseas Chinese and its Legal Affairs Committee, as well as roles as an Expert Advisor to the Standing Committee of the Hainan Provincial People's Congress. At the provincial level, she is an Executive Council Member of both the Hainan Public Diplomacy Association and Hainan Overseas Friendship Association, while also serving on the Standing Committee of the Hainan Provincial Federation of Returned Overseas Chinese—where she directs both its Legal Advisory Committee and Overseas Chinese-Related Dispute People's Mediation Committee. Locally, she acts as Legal Advisor to the Haikou Municipal People's Congress and Municipal Government, contributes as a Council Member of the Haikou International Commercial Mediation Center, and serves as a Policy Advisor to the Qionghai Municipal People's Congress.
