HIAC Holds Training Session for Newly Appointed Arbitrators
Launching a New Journey with High Standards:
Hainan International Arbitration Court Holds Training Session for Newly Appointed Arbitrators
Hone professional expertise and build a solid line of justice. On March 13, Hainan International Arbitration Court launched a systematic training session focused on enhancing the performance capabilities of newly appointed arbitrators. The training covered an overview of the HIAC, an interpretation of the Arbitration Law of the People's Republic of China (hereinafter referred to as the "new Arbitration Law"), case procedures, hearing rules, document preparation, and ethical and self-discipline standards for arbitrators, serving as the first systematic lesson for newly appointed arbitrators to perform their duties.

Wang Shuai, Chairman of HIAC, delivered an opening address in which he reviewed the reform, development and performance achievements of HIAC. He noted that the professional competence and professional ethics of arbitrators are directly relevant to the quality and efficiency of cases as well as the reputation of the institution.
He emphasized that serving as an arbitrator represents both an honor and a serious responsibility. He put forward three expectations for the new batch of arbitrators:
1. Uphold the bottom line of impartiality and safeguard the credibility and authority of arbitration;
2. Continuously enhance professional capabilities and comprehensive qualities to give full play to the professional value of arbitration;
3. Actively fulfill responsibilities and work hand in hand with the institution to jointly promote the high-quality development of Hainan Arbitration.

Wang Qi, Board Member of HIAC, delivered a special lecture themed Establishing an Arbitration System Compatible with High-Quality Development and High-Level Opening-Up —An Interpretation of the Revised Arbitration Law. He elaborated on the primary principles underlying the revision of the Arbitration Law, focusing on the improvement of the foreign-related arbitration regime, optimization of the internal governance of arbitration institutions, and alignment with prevailing international practices. With reference to specific legal provisions, he systematically summarized the core elements and prominent highlights of the newly revised Arbitration Law.

Qi Hu, Director of the First Arbitration Division of HIAC, in conjunction with the Operational Rules for Arbitrators in Case Handling, the Measures for the Administration of Arbitration Proceedings, and the Provisions on the Preparation of Arbitration Closing Documents, elaborated on practical issues requiring attention in three phases: case filing and acceptance, constitution of the arbitral tribunal, and hearing and rendering of awards. He guided arbitrators to gain a clear understanding of the case handling process and master relevant skills, laying a solid foundation for efficiently advancing arbitration procedures and improving the quality and efficiency of case hearings.

Chen Huajun, Vice President of HIAC, delivered a speech themed How to Be a Popular Arbitrator. He put forward clear requirements for arbitrators to perform their duties from six aspects: abiding by professional ethics, deepening expertise in professional fields, demonstrating professional demeanor, pursuing efficient case handling, avoiding the appearance of bias, and improving courtroom control ability.
He emphasized that arbitrators should cultivate both inner virtue and external conduct. While possessing profound professional competence and noble professional ethics, they should establish a sound professional image, safeguard the credibility of arbitration, and make arbitration the preferred choice for dispute resolution.

The training was presided over by Dong Ling, Deputy Director of the Internal Supervision Department of HIAC. The newly appointed arbitrators from both domestic and overseas participated in the training via offline + online modes.
With a high-standard launch, a new journey has begun. The newly appointed arbitrators of HIAC are fully prepared. They will provide fair and professional arbitration services to support the steady and long-term development of the Free Trade Port.
