Hainan International Arbitration Court (HIAC) operates independently as a public-purpose statutory body and a non-profit legal entity, implementing a governance mechanism led by Board of Directors. On May 25, 2025, the People's Government of Hainan Province appointed Mr. Wang Shuai as Chairman of the Second Board of Directors of HIAC. In June 2025, the People's Government of Hainan Province appointed 14 renowned experts, scholars, and industry leaders from both domestic and overseas as the Board Members of HIAC's for a five-year term. The Board Members, listed alphabetically, include: Benjamin Hughes (USA), David Samuels (UK), Deng Feng, Fan Hoi kit (Hong Kong, China), Fu Qiongfen(F), John Passmore (UK), Liu Renshan, Michael Hwang (Singapore), Sundra Rajoo (Malaysia), So Shiu Tsung (Hong Kong, China), Tao Jingzhou (France), Wang Qi, Zhao Xudong and Zhao Yun (Hong Kong, China).
Among these Board Members, nine are international experts, constituting over 60% of the Board of Directors. All possess profound expertise in international arbitration and extensive practical experience, providing robust intellectual support for HIAC's global development. The diverse composition of the Board of Directors will actively enhance decision-making efficacy, introduce advanced concepts of international commercial arbitration, and drive innovation in arbitration systems and institutional growth.
The Second Board of Directors of HIAC remains steadfast in upholding the principles of independence, impartiality, efficiency, and professionalism. It will unite stakeholders to improve internal governance mechanisms, enhance case quality and efficiency, expand outreach efforts, and strengthen international cooperation and exchanges. These initiatives aim to elevate global recognition of Hainan arbitration among commercial entities, forge a distinguished arbitration brand for Hainan, advance the development of a world-class arbitration institution, and foster sustainable growth of arbitration services in the region.
